Windows 10: COD Blackopps 6: "Fullscreen Exclusive" Graphics setting not available

COD Blackopps6: Can't set Graphics to "Fullscreen Exclusive" mode as it states "-----not supported because your operating system gives priority to another window"?? How do i find out what blocking window has been given priority and how to close it? Windows 11pro 64bit; Nvidia GeForce RTX 4090

When I try to select the fullscreen option in the setting of COD, it will revert back to windowed even if I press apply. On the side there is also a note that states, “Fullscreen exclusive is not supported because we detect that the monitor is connected to another GPU than the one used to run the game. This confused me as I have not changed any part of my set up and the game worked perfectly prior to this note.
