Windows 10: how can i set my lock screen to windows spotlight?

i want my lock screen to change everytime i start it but its in picture mode right now and when i try to change it to windows spotlight it goes back to picture mode. pls tell me what am i doing wrong here

• Right-click on the desktop and open Personalize.
• Open Lock Screen tab.
• Under Background, switch from Windows Spotlight to a Picture or the Slideshow.
• Click OK and close the Window.
• Now Log off and log in.
• Navigate to Lock screen and enable Windows Spotlight again.
