Windows 10: Everytime I restart PC or go into fullscreen in the game my refresh rate changes back to...

So as title says my refresh rate keeps defaulting to 60hz I already did many things to try to fix this including lug , unpug monitor use hdmi instead of displayportuse different socket on gpu and monitor to connect cablesuninstall current 572.16 nvidia driver and install older stable oneuninstall driver using ddu and do clean installation of a driverdisable g syncdisable wallpaper engine disable v sync in global settings refresh rate is on highest available in nvidia control panelset refresh rate to 165hz in windows settingsand this is main issue because there is star next to 60hz meaning t

I'm not able to change refresh rate in my Windows 11!

I recently purchased a new high-performance monitor that supports up to 144Hz refresh rate. I want to ensure I’m utilizing its full potential for a smoother visual experience, especially for gaming and video editing. However, I'm not entirely sure how to change the refresh rate on my Windows 11 PC.

Screen refresh rate is the rate at which the data displayed on screen is refreshed; it may be an image or some text document. Most of the users would like to set it to a higher rate but this also depends on the capacity of graphic
card and monitors. If the refresh rate is slow, the images on the display looks as flickering to the user eye and makes it uncomfortable to work.

Nowadays the latest monitors available in market will have minimum 60 Hz of refresh rate and it is very good option to set it to 70 Hz if you your monitor is compatible. Normally a high performance or quality monitors can reach
120 Hz of refresh rate. So I would suggest you to set your monitor refresh rate as higher as possible, below given steps describes how to access this feature on your Windows 8.1/10 PC.

• The default refresh rate setting is 60 Hertz (HZ); however, your monitor may support a higher setting. Check your manufacturer's documentation for information about the settings that your monitor supports.
• If you use a higher refresh rate, you can reduce the rate that your screen flickers; however, if you specify a refresh rate that is too high for your monitor, your screen may become unusable and your hardware may be damaged.
• Changes to the refresh rate affect all users that log on to the computer.

I would, as of now, suggest you to visit the computer manufacturer's support website and install the latest display and chipset drivers available for the latest operating system (currently it would be 8.1 in the list).

Why does my refresh rate change when tabbing into a game from 144hz to 120hz?

The desktop refresh rate of the monitor (a samsung odyssey g7) is set to 144hz. When I tab into a game it changes from 144hz to 120hz. It seems to only be a fullscreen 1440p issue. 4k fullscreen does not change the refresh rate. neither does 1080p. The active resolution does change when tabbing into a game when it is 1440p 144hz. I have set the active resolution and display resolution of the monitor to 2560x1440 and when I tab into a game the screen goes black and the active resolution changes to 3840x2160 but the desktop resolution stays the same.
