Windows 10: Ctrl +C hotkey didnt work sometime

Hello Microsoft support! I can't use the shortcut Ctrl+C/Ctrl+A/Ctrl+V. Please send me some help! The strangest thing is that sometimes it works and sometimes it doesn't. I use an external keyboard with my laptop but similar problem still occurs when I use the keyboard from laptop, so I don't think it's a hardware problem.I have tried to check if my software has a hotkey conflict, for now, I have disabled all the hotkey functions from Grammarly & Deep L, but it still happens. now I have lost the support from my translator and still can't use the Ctrl+C hotkey T__T What should i do?A few

Nirsoft does not find any used crtl+<number>
I thought it might be chrome who's using this combination for tab switching but even after uninstalling it (with revo) the issue persisted. Even with just English with ctrl+0 and Hebrew is ctrl+1, only ctrl+0 works: I can go Hebrew with shift+left alt and back to English with ctrl+0. Also, the hotkey ctrl+1 becomes unassigned after reboot

Outlook Hotkey Ctrl+Shift+M not creating a new message window

I recently got a new Dell Precision 5540 laptop that has Office 365 installed on it. When I attempt to use the Hotkey command CTRL+Shift+M to open a new message window nothing is happening.

Is there any way I can check if another program is using the command? This worked on my previous laptop with Windows 10 and the same Office 365 installation, so I'm thinking I have a conflict with another program that came installed on the laptop. Other hotkey commands work as expected such as CTRL+Shift+A.

The new message hotkey is one I really use and this is driving me crazy. Any tips or suggestions would be much appreciated.
