Windows 10: Winget failed to run. The system can not find the path specified at...

I have been completely unsuccessful at getting winget.exe to work on my computer.I have tried running it from both Terminal, and PowerShell as administrator, and receive the same error:I have attempted to run it as a user with admin privileges, as well as the administrator account itself.SFC and DISM were both run, and no issues were found. I checked the system environment variables path and added the path. Again, the same result. Today I performed an "in place" installation of Windows 11 Home Edition in the hopes that would resolve the issue, but to no avail. I verified that the executable

Specifically, something related to this:

1. The App Installer did not automatically add the PATH environment variable. You should add the path environment variable. The value to add is "%userprofile%\AppData\Local\Microsoft\WindowsApps". You can verify this by running %LOCALAPPDATA%\Microsoft\WindowsApps\winget from a command-prompt or & "$env:LOCALAPPDATA\Microsoft\WindowsApps\winget" from a powershell. If the command runs then, but not before, then you very likely have a missing PATH environment component.

What's wrong with Winget?

When I run winget list, I get the message "Failed in attempting to update the source: winget." My apps are all listed, but none of them show updates. I am aware of several available updates. It's been the same for the past week on all my computers, Windows 10 and 11.
