Windows 10: how to solve 'that fingerprint has already been set up on another account' problem?

dear everyone,I used to sign in to my asus laptop through fingerprint on my windows 11. I re-installed the same windows the other day, but after so, I wasn't able to set the same finger in windows hello since the system keeps receiving the msg that 'that fingerprint has already been set up on another account'. I probed the whole net for any solution and I followed virtually all of them from uninstalling the driver to changing registry values and so on. However, the problem was not solved. I don't know what else to do!I'd be thankful if someone can help me.thanks,

Remove old fingerprint/face from deleted account

Hi,

Windows is specifically configured to keep Windows Hello biometric data secure and hard to tamper with. The data is kept locally on the device and in the event that the associated account is deleted, we suggest using a different finger to setup Windows Hello
again. Just to confirm, have you already tried using the fingerprint from a different finger?

In case you're still unable to set up Windows Hello using a different fingerprint, follow these steps to delete the data:

• Click Start.
• Type Services and select it from the list of results.
• Right-click the Windows Biometrics Service from the list and click
  Stop.
• Open File Explorer.
• Navigate to this location: C:\Windows\System32\WinBioDatabase.
• Delete all the .DAT files in the folder. If you can't see anything in the folder, click the
  View tab in File Explorer and check Hidden Items.
• After deleting the .DAT files, try setting up Windows Hello again.

Let us know if you're able to setup Windows Hello after following these steps.

Settings can't be opened using the built-in administrator account

Unfortunately I have the same issue as Dabz from upgrading win7 to win10.
I've tried opening settings using all the suggested methods and it will not load using my account with Administrator access nor the built-in Administrator profile. I also tried other methods not listed such as using Run. Control panel is just a stepping stone to add users in Settings.
I'm also having explorer.exe issues, which I believe is preventing Settings from loading.
Using cmd (Admin) I successfully created a new user profile [and granted admin access also using cmd (Admin)], however win10 will not allow this account to log on. win10 does not list this new user within control panel but it does in the start menu. win10 will not allow to log in or switch to the new account via the start menu either.
I can access settings in Safe Mode but this will not allow me to create a new account.
Any help/suggestions will be greatly appreciated.
