Windows 10: Winfows 11 will not reinstall on same PC after HDD died citing not meeting m8nimum requirements

I had win 11 installed on my PC. My HDD fied and I bought the exact same one to reinstall winfows and now its telling me my PC does not meet thw minimum requirements? What can I do? This windows was already installed, how come it will not work now?

That's not the issue. This issue is that I've had this HP notebook since November 2019, and the only message I've seen about Win 11 has been that the computer meets the requirements Win 11. Then, today I get the message that this computer doesn't meet the requirements of Win 11. What's up with that? I'm not planning to upgrade to Win 11 on this HP notebook, but I'm wondering why the message changed.

I ran the pc health check and received that my pc meets requirement for windows 11 although in the check & update section it is still saying my pc doesn't meet requirements?

 

Why can't my Processor meet requirement for a Win 11 Upgrade ???

I'm confused about a notification from Microsoft about upgrading to win 11. The notification said my PC doesn't meet a requirement which makes 0 sense. It says my CPU isn't on an approved list of CPUs. But my processor is crazy fast. How is this possible? Below is a screenshot of what it claims I require although again it makes 0 sense. Can someone tell me if this is a joke from Microsoft or is this a mistake? Is win 11 all that and better than 10?
