Windows 10: 'Your PC did not start correctly' infinite loop

The other day, I used a restore point due to me resetting my laptop a few times but still recovering old files despite me COMPLETELY wiping my PC of files and reinstalling windows. I let the restore point load overnight while it was plugged in and when I woke up and decided to check on it, it suddenly just didn't work?I would then it on, and it would load for a split second. In that split second, the little loading circle would freeze and then my screen would quickly go black and then it says "preparing automatic repair". Another screen flicker and then it says "diagnosing your PC" and then

Infinite loop of startup repair

When i start over do i do it on a seperate computer and install the os to usb a connect it to the Infinte loop pc?

I am getting a blue screen saying (as far as i can remember)

Welcome to Ten Forums, Goonsoon. If your windows 10 is activated you can clean install it and it will automatically activate again. You may want to consider that if the situation is an infinite loop of startup repair. This is from the tutorial forum. https://www.tenforums.com/tutorials/1...n-install.html . Just follow the steps, sometimes the only thing to do is start over.
