Windows 10: Windows 11 loop

Hello, I'm having this serious issue with my atari vcs. Here's what happened, I tried to install windows 11 on a 32gb flash drive, and when I boot up the console without the hard drive, it left me stuck on this infinite loop. I noticed that windows 11 has fast loop and I need a way to get off of that, please

HP Laptop Boot Loop

I am encountering a boot loop problem with my HP laptop. Upon startup, it shows the HP logo and loading dots for about 11 seconds, then goes to a blank screen for approximately a minute before automatically restarting. The power button does not turn off during this cycle.

Troubleshooting Steps Taken:

• Tried hard reset and accessing BIOS/UEFI settings.
  
• Unable to boot into Safe Mode or recovery environment.

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?

Thanks. I just swapped NVMe drives so I'm logged into window 11, is there anything I can do so this sdoesnt happen again? How do I make an restore point? This is how I usually do it, but now it's giving me an error and says missing
