Windows 10: My microsoft account was hacked and I am unable to remove the account from my device?

A few days ago I *very stupidly* gave my login token to a stranger who then changed the recovery emails and username for my account, since my email is no longer the recovery email for my account of 9 years, I am unable to request support for this issue.Today I tried to create a new microsoft account with the same email as my compromised account, I was repeatedly promted to sign in with "you already have an account with this email", when I signed in with a code to change the password, it still says my pwassword i wrong, which is genuinely impossible as i just changed it? I suggest you backup your personalized files first before removing the account.
To delete an account, follow these steps:

1. Press WIN + X keys and click Command Prompt (Admin) from the menu.
2. Type the following command and press Enter. Replace test with the name of your sister's account. Code:

 

Unable to add a device to Microsoft account

Ideally, when we sign in to a device using the Microsoft account, the device is already added to the Microsoft account. However, as you have mentioned you are unable to add the device to the Microsoft account after removing it. We would suggest you
to try converting the account as a local account and then converting it as a Microsoft account. This should add the device to the Microsoft account. Kindly refer the steps mentioned below:

1. Press Windows key + I, to open
   Settings.
   
2. Click on Accounts and select
   Your info on the left pane.
   
3. Now, click on Sign in with a local account instead and follow the on-screen instructions.
   
4. Once the account is converted as a local account, sign in to the account, go to settings and click on
   Sign in with a Microsoft account.
   
5. Follow the on-screen instructions to convert the account. Once the account is converted as a Microsoft account, the device will be listed in your Microsoft account.

Steam Account Hacked

Again...

I sent a ticket I just hope they resolve it soon cause I really want to play Portal 2.

And I don't want him getting me banned.

But the scary thing is they hacked my Email account too!

I've changed the password but is that enough?

I scanned my Computer using malware and it got rid of 9 Nasty objects! Its been months since I did a scan and now I'm thinking this is how they got me.

Is a password change and malware scan removal enough to secure me? I made the password much harder than before.

Thinking about doing a reformat as well. Suggestions? Should I leave the hacked email account and make a new one?
