Windows 10: How can I regain access to Windows Security after a partial system reset?

Recently had to reset my laptop due to some sort of boot-up error that couldn't be resolved, and ever since I've done that, I've been completely unable to access Windows Security. It pops up with a message that says Page Not Available because of an IT administrator limiting accesssee screenshot below. This is not the case, as this is a personal computer that does not have any work or school accounts logged into it. I have tried nearly everything mentioned in posts here using cmd, powershell, registry editor, resetting the computer a second time, etc, but I can't seem to figure out the issu

Need help accessing my security system  

I found what I THINK may be a good 10-minute for doing what I want step-by-step. I'm doing fine until about minute 7 regarding port forwarding. I can access my router and can see my Kguard system but can't get it onto the "allowed" area of my router. Also, I've tried the Open port checking tool and the utility can't see the Kguard video output.

I'm going to continue working on this via other You Tube videos and whatever I can find but I'll appreciate any suggestions that you networking experts can offer.

 

Regain access to Onedrive

It's the 5 gb one. If I remove all the contents, will it reset? Is there a way I can regain access to my Onedrive online if hackers made it so I can't log in?
