Windows 10: Camera & external USB services not working, being recognized fine

I am having an issue with a user where their camera & other external services do not work. Windows will recognize the camera, displaying its name, but will never load. It just shows the camera logo, then after around 5 minutes, I get "can't start your camera" error. The camera does not have specific drivers and works perfectly fine when plugged into a different computer for the first time. The user is logged in on their work account for our organization. Additionally, this is not specific to this camera, the user’s previous working camera is no longer working as well. Along with

today my windows 10 stopped recognizing external usb attachment thumb drives. My usb connected keyboard and printer are fine. No usb ports show up in my listings

I understand that the external hard drive is not recognized by the PC. I appreciate your efforts in trying to resolve the issue.
It would be great if you can answer these questions to assist you in a better way.

• Did you try connecting the Hardrive to different USB Port?
  
• Does the Hardrive get detected if you try connecting it to a different PC?
  
• Are you aware of any changes made to the computer recently?
  

I suggest you refer and follow the steps mentioned in the KB article and check if that resolves the issueError:
“USB Device not recognized” when you try to access a USB external hard drive

Note: Ignore method 2 & 5 from the above article.

USB (all) not recognizing external drives

Up until a few hours ago my USB recognized my external hard drive. Now it doesn't. Shows up in Device manager as Other devices not a drive. Tried 2 different USB's (didn't recognize), tried a different external drive (didn't recognize), took external
drive to another Windows 10 PC and it worked fine. I have shut down and restarted but did nothing. The USB ports work on other devices, printers, postage scale, wireless mouse fab but can't get it to recognize the drive. The usb port makes the "noise"
when you plug/unplug it and the external drive has power from the usb. Any advice?
