Windows 10: Error with Windows update, Dsim and Sfc commands

I have several problems I tried to update windows but it said error 0x800700c1. Then I tried sfc /scannow command and it said "Windows Resource Protection could not start the repair service".Then the DISM /Online /Cleanup-Image /RestoreHealth command said error: 193 " %1 is not a valid Win32 application".At this point I think is a corrupted files issue.If someone could help me I would be very grateful.Thanks.

80246002 Error from windows update

I've seen this issue before and I believe that some times it was attributed to something corrupted with the OS. Have you ran CHKDSK C: /F, restarted let it run (or some similar command in CMD) and then SFC /scannow after that to ensure you had no corrupted files.

I also believe that it's a connection error, so try to ping and tracert to Microsoft and ensure that you are getting there.

As mentioned, if your copy is not legit. Try turning off auto updates as well. +1 to the above suggestions.

The Users list compared to the Profile list you posted earlier tell me there is not an issue with Users (a known issue where there is a profile in the list, but not actual User folder).

The error code suggests corruption in the CBS manifest:
Try these steps one at time until the issue is resolved or you run out of steps.

No? Activate Windows 10

Launch Command Prompt (Admin)
enter the following line
reg query HKLM\Software\Policies\Microsoft\Windows\WindowsUpdate /s
If DisableWindowsUpdateAccess REG_DWORD 0x1

launch regedit
navigate to HKEY_LOCAL_MACHINE\Software\Policies\Microsoft\Windows\WindowsUpdate
change the value of DisableWindowsUpdateAccess to 0
exit regedit
exit Command Prompt

To View Only the "SFC" Scan Results from the CBS.LOG

If there are no integrity errors, Launch Windows Update
