    I would still say try a different PSU... here is a solid budget power supply:

    Interesting with the NIC connection...not sure what to make of that. What are your system specs? Make/Model of all your components? Check my system spec's for an example.

    Honestly I would do process of elimination to another step...and that step would be the PSU. If nothing changes after that..I would try to force flash the CMOS if possible..to ensure no corruptions lie within that.

    I would also try as I suggested above and try to boot with minimal hardware... you need an STDIN...Keyboard, STDOUT...VGA, CPU, stick of RAM and power to be able to perform POST on the mainboard. So starting with that would be a great place to go next.

    If nothing changes..depending on what you're running a different CPU might be the next step... by the time you're done...you might have built a different PC. But you'll also have more experience in PC diagnostics which is a huge plus for odd issues like these...wish it was in front of me so I could examine and diagnose.

    A PC will not boot without the ATX 12V. Your seeing the fans spinning. Its not a boot as you described no image on monitor.

    Also you need to list ALL you hardware.

    Its ether bad ram, bad slot or bad PSU

    Run Memtest *Bang Head :banghead:

    Volume Mute Light won´t change color

    Which steps did you perform? Was this from a clean boot?
    Open administrative command prompt and type or copy and paste this command: shutdown /r /o /f /t 00
    It will boot to the recovery options or windows advanced troubleshooting menu.
    Click troubleshooting and click reset this computer. You will be saving files. Applications and programs will be removed. Windows will be reinstalled.
    Enter your windows logon password.
    You will see getting things ready with rotating dots.
    Click resetting this PC.
    It will then display the HP logo with resetting this PC with rotating dots and a percentage.
