Windows 10: Issues playing video files on Windows 11

A new issue I'm now dealing with when playing video files is that when I hit play, it freezes whatever playback app I'm using, usually just the normal media player, for a large amount of time, and stays loading. The audio then starts playing whilst the video stays buffering and frozen, before then playing, but using only every 24th frame, like a slide show with the audio playing along. I'm able to fix this short term by hitting pause and then dragging the gauge marker back to the left, with the video and audio just playing normally, but it's been happening every time I play a video.
