Windows 10: there is this random fps frame time and other stuff at the top right of my screen

ive tried alt+z and alt+r and those didnt work

Windows 10 minimizing any games automatically at random times

I hate to be a "me too" guy but me too since the Windows 10 Creator's Update. It happens in
every single game making FPS games unplayable. Typically happens on the right side (or when "looking" to the right) and then clicking. Figured it was a notification but no notifications in Action Center or anywhere else. At
first it appeared random but it's happening every single time now. It's like the mouse is exiting the window frame of the game even though the game is full screen.

 

KB4074588 - Seems to cause random FPS caps/drops

Ive noticed that since installing KB4074588 I now get random FPS caps to 30 FPS.

I play VR and expect a full 90FPS (which i normally get, very easily). After this update, it will randomly cap any game to 30FPS for a few minutes and then return to 90 FPS.

GPU: R9 Fury X

Processor: i7-5820K @ 3.3ghz (12 cores)

Ive disabled the Xbox DVR (in registry), Ive updated video card drivers, Ive tried to remove this update but it causes a INACCESSIBLE_BOOT_DEVICE (and to make things more fun, it seems to also display 5 memory addresses in the top left corner when it does
this).

Ive tested this on multiple games (which ive never had a single issue with) and this effect occurs on all of them.

In the change log for this it mentions "Addresses issue where, in certain hardware configurations, the frame rates of DirectX Games were unintentionally limited to a factor of the display's vertical synchronization.". It seems to have actually triggered
this. My screens refresh rate is 60Hz. My HTC Vive operated at 90hz.

Frame rate caps at 30FPS.

What more can I do? Is there a way I can remove this update without triggering the BSoD "INACCESSIBLE_BOOT_DEVICE"?

 

Game DVR does not record at full 60 fps. How do I make it to capture all 60 frames?

Your suggestions may help other users, as they are entirely about a different issue, and I do not see a fix in any of your suggestions (meaning Game DVR records at full 60 fps as intended instead of 45-50 fps as it does now, despite 60 fps recording option being selected).

P.S. I am on a desktop PC, and I have no charger plugged in, it's not a laptop. Nothing is throttling my CPU/GPU performance, NOTHING. The games run at frames way above 60 frames per second, but the recording made by Game DVR ends up being 45-50 fps instead of selected 60 fps. It is not a throttling issue whatsoever.

I need to use Game DVR, and I have uninstalled Nvidia Shadowplay that was able to record gameplay at all 60 frames per second rock solid, not dropping a single frame. But I want to use Windows-provided software, and chose to use Game DVR, and it does not function as intended out of the box.
