Windows 10: Reset button window disappears when trying to reset windows

So ive been getting a few bugs and my laptop has been getting pretty slow recently, so the most surefire solution seemed to be to reset my windows. Ive been trying for a few days now but the issue seems to be that first when i restart my laptop go to start > settings > system > recovery, when i click on the reset button, i see the shadow of the window that is supposed to open for like a millisecond and then it disappears. After that i am not able to click anything in my settings app and it does the ringing sound when i click something like the sound that says something is open and you

How to reset whole netsh? (Windows 7)

Was wondering has the commands changed somehow since on Windows XP and on Windows Vista 'NETSH INT RESET ALL' cleaned entire netsh up from top to bottom.

Now on Windows 7 this same command says no go and only way I can see it is by building .cmd/.bat which does something like:

(I know I could add more entire list of entries there is, but looking for clean delete/wipe settings & default everything not to dump entire list of resets.)

So, anyone got a plan B?

 

Reset Button Not Working

Well just to be 100% sure I rechecked the connections and its properly connected. Did some testing and found out that it will only reset if I press it twice like: press it once wait like 10 seconds and press again. That way system will reset and boot.
Also tried to reset right after system boots (before windows loads) and it resets with a single press.
After windows loads gotta press it twice like I explained.
Oh and by the way, my motherboard as 2 onboard switches (power and reset) and it does exactly the same if I use the onboard switch.
