Windows 10: How to fix my mouse scroll speed from randomly changing to a super slow speed.

When i turn my computer on, sometimes the mouse scroller speed is super slow and is slow in all programs. To fix it all i need to do is simply restart my computer and it fixes itself. How can i stop it from slowing down randomly. I have never touched the mouse scroll settings and when i change the settings when it is slow it doesn't change/

Menu Scroll Speed is very slow.

I was wondering if there was a way to increase the scroll speed of the menu's in Edge. I just switched from chrome and it takes forever to scroll in a menu in edge.

NOTE: This is not a corrupt file issue. It scrolls just is really slow.

I use a lot of drop down lists that are very long. It literally scrolls less than 1/4 the speed that chrome does....

Any suggestions?

 

Middle mouse scrolling maximum speed

I'm doing a lot of Excel work at the moment so need to be able to scroll efficiently vertically and horizontally. I find the speed of the middle mouse hold scrolling really frustrating, since it goes very slow then immediately jumps to insanely fast and
I'm down at row 20000. Is there a way to change the maximum speed of this type of scrolling?

Slow Scrolling Speed on Microsoft Edge

I recently purchased a Surface Laptop. I'm able to customise the general scrolling speed through settings. However, the scrolling speed on Microsoft Edge is annoyingly slow and I am not able to change it.
