Windows 10: Failed fast startup

when I turned on pc on and happens a lot either the monitor doesn't boot on sometimes I press control+shift+windows+B and it does sometimes it doesn't also sometimes the keyboard and mouse power I notice go off example I booted my PC up and the keyboard mouse didn't work in my expansion USB card slow so I plugged it in the motherboard it worked... then I went to event viewer and found errorserrorWindows failed fast startup with error status 0xC00000D4. at 4:48 which was when I booted the PCerrorThe previous system shutdown at 4:41

Windows 10 Fast Startup Boot Fail

Since about the update to W10 V1607 a Fast Startup enabled boot stalls. The four window panes appear but the circle of dots chasing it's tail do not. Prior to V1607 Fast Startup was working. Update KB3194798 failed, but was subsequently successful. A "sfc
/scannow" didn't turn up any problems, and its to early for a boot log. Any suggestions for tracking down this annoying little problem?

If the system is working fine otherwise and you don't mind fail fast startup, then you can stick with 1903.
