Windows 10: Internet only works on some websites windows 11

I have be racking my brain with this issue for three days now. So far I have reset my router, changed Ethernet cables, changed Ethernet controller from router, hooked my pc directly to the router, uninstalled Ethernet in Network devices, attempted a driver update for network devices, obtained a new router, CMD ipconfig commands, disabled firewall, reset firewall to default settings, checked anti-virus, and uninstalled nord vpn. When I look at Ethernet properties and ipv6 has internet and ipv4 has none. I dont know what else to do and any help would be appreciated.
