Windows 10: Settings doesnt open / Windows start button doesnt open

I donot know how to explain but the start button in my task bar doesn't work at all it doesn't open . neither does the windows key from my keyboard. when I press windows+tab on my keyboard it works just fine but the windows key in general as a start button function doesn't work . I cannot open the windows settings neither can I open cmd in admin privileges please help me

Start doesnt open

Hello i have moderately annoying thing, my start menu wont open after start.



It have different icon that it should, i dont see any pinned programs except cortana.

I can right click on menu with this options:



When i press exit, my start menu is back




I can live with that, its not that big deal. Tho i tried many solutions i found on web that should have solved it, but they did nothing.

Just wondering if anyone encountered that and know solution

 

ati tool doesnt open in a window

my version of ati tool is 0.26 (stable). My graphics card is hd 4850 ati.
When i double click to turn on ati tool, it opens in the system tray but doesnt open in a window and i am not able to use it.
one time i clicked a lot of times and the one a small part of the window opened and then i got a blue screen

how can i solve this
