Windows 10: Trying to do recovery protection and cannot open Configure System Restore

Trying to turn on system protection whilst doing a clean up on the drivers. The 'Configure System Restore' button is not opening.

System Protection Recovery

Windows 10

1. Step 1: Right-click the lower-left corner and open System in the Quick Access Menu.
2. Step 2: Choose System protection on the left.
3. Step 3: Select a hard disk and tap Configure to move on.
4. Step 4: Choose Turn on system protection and hit OK.
5. Step 3: Select Disable system protection and hit OK.

I will start going thru some of these steps, but first a comment on your comment:

"Note: If you’re not seeing any restore points, it might be because system protection isn’t turned on. To check, go to the Control Panel,
search for Recovery, and then select Recovery > Configure System Restore > Configure and
make sure Turn on system protection is selected."

I can't do this because the system protection is all grayed out and I get the 0X8000FFFF error mentioned above. I do have three restore points.
I tried the middle one, but have not noticed any changes. I can still try the oldest one (16 Sep).

To address your concern, we suggest that you try to undo the restore or pick another restore point.

Please follow these steps to access system restore:

• Right-click (or press and hold) the Start button, and then select Control Panel.
  
• Search Control Panel for Recovery.
  
• Select Recovery > Open System Restore > Next.
