Windows 10: Help me to delete this thing: pbtmp.245.html with some malware

I am trying to surf the web and browsers like facebook but they are blocked with a message like this:And when i go to C:/ProgramData, it show this file :When i clicked it it show the same html file say "this website is blocked!"Then i started to delete it. After i delete it, i just comeback to facebook but it still block me with that file.Everytime i delete it, it just come back again.Then I use Avast AV to detect but it say my computer still ok, and it can't detect any virus.------------Btw, i got some virus name PWAC, when i use Avast AV, it didn't detect any virus :and if i see the date, i

please help me with deleting pbtmp.245.html/virus that blocks my internet

i am trying to surf the web and all browsers are blocked showing a message

i tried unistalling chrome and reinstalling it and didnt help- used microsoft saftey scaneer and didt show any virus threats.

please help
