Windows 10: Error 404 email server

Email error 404 problem how do I fix this?

If I set the server to use my internal ip than I can access the site using other computers on the network but not with off network machines. If I use my external IP I get these 404 errors...

Could this be because my isp might be blocking inbound port 80? I have the port forwarded and all the port forwarding apps says it's forwarded correctly. So not sure if it could still be blocked?

So I'm confused what the issue is... It's not a firewall issue as I've tried it with them all turned off. It's not the website itself cause than it wouldn't work locally...

Putting 184.xxx.xxx.xxx into a non local browser brings up the same 404 error

trying to accept terms of service at windowsphone.com on behalf of my child, whose account has been successfully added to the family feature -> always get 404 server error. let me know when you have fixed your website.
