Windows 10: My laptop performance is so low CPU speed is 0.38 GHz while base speed is 2.90 GHz

I recently took my laptop to a service center to change my screen since I had problems with it, after getting it back I noticed my laptop performance is very slow it takes a lot of time to boot up and every action I take in any application is so slow to load. The cpu and gpu utilization is at 4%I run an Asus TUF a15AMD Ryzen 7 4800H with Radeon 16GB RamGTX 1660 TiWhat can possibly be the issue and how do I fix itI did ask the service center but they are closed so im asking here to ease my mind if this is bad or its an easy fix

My cpu base speed stuck at 0,8 GHz

Hi William. This is what happens when i turn off the speedStep and TurboBoost. The GHz goes down to same speed as the base speed at 0,8 GHz. I dont understand how to base speed can be stuck at 0,8 GHz. Right now its on high performance.

 

cpu stuck at 0.78 ghz when on battery speeds up to 2.67 ghz and slows down to 1.30 ghz.

hello, this is a copy of my old comment "helo" there are some diffrence because my laptop changed > My cpu fan is not working while plugged in so cpu speed is stuck at 0.78 ghz.

my computer is 2.30 ghz average speed. max is about 2.70 or more and cpu speed up to 2.70

ghz and my cpu fan goes to full speed when on battery, and then slows down to 1.30 ghz or 1.00 ghz. what causes this and how do i fix it? also i think there might be some errors on this comment, Windows 21h2. intel core i5-5300U. i tried to change power plan settings restarted my laptop a few times edited power plan settings max cpu 100% and minimum 100% i changed and it didnt work. it i s very annoying. the problem started now. also i tried to update my windows and didnt work

When your computer is plugged in, and when it performs more demanding tasks (which in this case, using Chrome and watching YouTube and a few tabs to boot would be demanding, for example), it can go up to 2.48 GHz. When you've unplugged your computer, your max
clock speed would be 1.60 GHz. Technically, you have both capabilities, but when it's plugged in, it can either clock up to 1.60 GHz or 2.48 GHz depending on what you do with your computer, it's entirely based on demand.
