Windows 10: "Background refresh" not showing in File Explorer Options three dot menu

My file explorer doesn't seem to be automatically refreshing when changes to files are made. One solution found when googleing was Check Background Refresh: Open File Explorer Options three dots menu and ensure "Background refresh" is enabled. When I open that menu with the three dots I do not see "Background refresh" anywhere in that menu. I click on Properties and do not see it in any of the tabs of the dialog box, and I've clicked on Options and didn't see it in any of the tabs in the dialog box.I have Windows 11 Pro 23H2 build 22631.4112 installed and up to date with the Window

I just submitted this suggestion on Windows Uservoice:

The idea: the right-click menu for folders in File Explorer has an option called 'Open in new window', which opens that folder in a new File Explorer window. Very useful for copying and moving things, and opening destination folders without accessing the start menu a second time.

That feature has been in Explorer since at least Windows 7...
