Windows 10: When I open anything PC freezes for a few seconds...

When I open anythingexample folder PC freezes and in the same time the sound of the disk heard for a few seconds. After that few secons when the sound of disk stops PC is back to normal, that is I can continue used it. This did not happened until I installed new system on January last year. PC Freezes for 1-2 seconds when launching certain programs

The PC would freeze for a few seconds when I open certain programs the first time after waking the PC from sleep. It would not freeze if I open the program again after the first time, until I sleep the PC again. Programs that would freeze are e.g. MPC, Potplayer, etc.

Tried:
-Clean Windows 10 install, twice
-Newest drivers
-New Monitor, New TV

Windows 10 Home freezes

Yes it is connect cause i use that device as principal audio
If i disconnect it, the device disappear from the list and i can't uninstall it
I remember that when i was testing the PC with OCCT i had high temperatures on CPU package (TSI) : max 105.75 °C

Ok i did this 2 times
- first time: it freezed
- second time: hasn't freezed yet

Before the full shutdown i had 2 freezes
At the start the icons are white and take time to load

EDIT: The PC freezed after the second full shutdown, and happen also with the Focusrite Scarlett 2i4 (1st gen) unplugged.

 

pc freeze for a split second

every about 3-5 seconds my pc freezes for 1-2 seconds, im pretty sure its something to do with nvidia but i dont know (it freezes the audio too)
