Windows 10: How to fix Error Code: 0X80070003.

When I try to extract a file, it says that it was unable to extract and copy a specific file out of everything in the folder, it then also gave me this error code. I tried to update windows like I saw in another post about this error code but that didnt solve the issue.

I've upgraded 2 days ago and started receiving error code 0x80070003. I found instructions to fix the error. The first step is to run cmd as Admin, but it won't run as Admin - nothing happens. I can run with reduced privileges, but not as admin. I don't know if anything else is affected. Why is it not letting me run as Admin, and how can I fix it?
